<p>María, a shop owner based in the Canary Islands has been running her online store for a few years. In order to ease the burden around tax calculations for her online store, she would like to set the Canary Island General Indirect Tax (IGIC) directly in her WooCommerce tax rates. This will allow taxes to be calculated correctly during checkout.</p>
<p>Traditionally, using just the core WooCommerce plugin, María would only be able to configure tax rates for Spain as a whole since the state code isn’t available during checkout.</p>
<h2 id="section-2">Requirements</h2>
<p>For this use-case, the following extensions are needed:</p>
<ul>
<li><a href="https://help.codibu.com/blog/kb/shipping-locations-pro">Shipping Locations Pro</a> – Used for adding the states/locations (and the state codes) for all of Spain, including its constituent islands.</li>
</ul>
<h2 id="section-3">Configuration</h2>
<p>To configure the special tax rate for the Canary Islands in Spain, follow these steps:</p>
<ol>
<li>Log in to your WordPress admin area;</li>
<li>Ensure that <strong>Shipping Locations Pro</strong> is installed &amp; active</li>
<li>Navigate to <strong>WooCommerce &gt; Settings &gt; Shipping Locations<br />
</strong></li>
<li>From the country dropdown field, select Spain</li>
<li>On the right-hand side, locate<strong> Las Palmas</strong> and <strong>Santa Cruz de Tenerife</strong></li>
<li>Make a note of the Region code – <code>GC</code> and <code>TF</code></li>
<li>Navigate to the WooCommerce tax rate settings at <strong>WooCommerce &gt; Settings &gt; Taxes &gt; Standard Rates</strong></li>
<li>Add a new line, using <code>ES</code> for the country code and <code>GC</code> as the state code with a tax rate of 7%</li>
<li>Repeat step #8 but use <code>TF</code> as the state code</li>
<li>Select <strong>Save changes</strong></li>

<p>Flat Rate Shipping is a free shipping method in WooCommerce that allows you define a standard rate per item, per shipping class or per order.</p>
<p>Flat Rate Shipping works with <a href="https://help.codibu.com/blog/kb/product-shipping-classes/" rel="noopener noreferrer">Product Shipping Classes</a>, adding more power and flexibility.</p>
<h2 id="section-1">Setup and Configuration</h2>
<p>To use this method it must be added to a Shipping Zone.</p>
<p>1/ <strong>Go to</strong>: <strong>WooCommerce &gt; Settings &gt; Shipping</strong>.</p>
<p>2/ Hover over the Shipping Zone location that <strong>Flat Rate</strong> should be added to and select <strong>Edit</strong>. This will open up a new page where the <strong>Flat Rate</strong> settings will be set.</p>

<p>7/ Select<strong> Edit</strong> for each row that you wish to define. Each Shipping Zone can have different (and multiple) Flat Rates if you wish. For example:</p>

<p>7/Select<strong> Tax Status</strong> – Define whether or not tax is applied to the shipping amount.</p>
<p>8/<strong> Enter Cost</strong> – This is applied to the entire cart. Add additional costs per item to this field. See Advanced Costs below. This can be left blank to disable Flat Rate except where costs are added for Shipping Classes. Note that what you enter here may factor into the overall cost in the Shipping Classes section (see below), unless you leave it blank.</p>
<p>9/ <strong>Save changes</strong>.</p>
<h2 id="section-2">Advanced Costs</h2>
<p>The <strong>Cost</strong> field allows you to charge a flat rate per item, a percentage based cost or a minimum fee.</p>
<p>Available placeholders:</p>
<ul>
<li><strong>[qty]</strong> – Number of products in the cart</li>
<li><strong>[fee]</strong> – An additional fee. This fee has two optional arguments.
<ul id="draft_check_box_list_1">
<li>percent – A percentage based on total order cost.</li>
<li>min_fee – A minimum amount. Useful when using percentages.</li>
<li>max_fee – A maximum amount. Useful when using percentages.</li>
</ul>
</li>
</ul>
<h3 id="examples">Examples</h3>
<ul>
<li><code>10 + ( 2 * [qty] )</code> – A base shipping cost of $10 plus $2 for each item in the cart.</li>
<li><code>20 + [fee percent="10" min_fee="4"]</code> – A base shipping cost of $20 plus 10% of the order total, which is at least $4.</li>
</ul>
<h2 id="section-4">Shipping Classes</h2>
<p>If you have shipping classes, the interface adds a few more fields:</p>
<p>There is one cost field for each shipping class.</p>
<ul>
<li><strong>No Shipping Class Cost</strong> – Useful if you use the Per Class option below. Otherwise, use the <strong>Cost </strong>field.</li>
<li><strong>Calculation Type</strong> – Two options:
<ul id="draft_check_box_list_4">
<li><strong>Per Order</strong> – Picks the most expensive option based on shipping costs in the cart.</li>
<li><strong>Per Class</strong> – Charges shipping for each shipping class.</li>
</ul>
</li>
</ul>
<h2 id="section-5">How to set up Free Shipping for some products and Flat Rate for the rest</h2>
<p>If you would like to offer Free Shipping on some products but charge a Flat Rate for others, the best way to set this up is using <a href="https://help.codibu.com/blog/kb/product-shipping-classes/">Shipping Classes</a>.</p>
<p>In this use case, we have set up three shipping classes: Free Shipping, Regular Shipping, and Expedited Shipping.</p>
<p>Once we have all the products added to their respective shipping classes, we can use the following settings to allow for the products in the Free Shipping class to not charge for shipping, while all the other products do.</p>

<p>By setting the Free Shipping class cost to use <code>0 * [qty]</code>, no matter how many products from that class are added to the cart, the shipping cost will not increase.</p>
<p>However, products in the Expedited Shipping class will cost $20 per product from that class (because we’re using <code>20 * [qty]</code>) while Regular Shipping class products and products that have no shipping class will cost $10 per product to ship (as we’re using <code>10 * [qty]</code> for each of those options).</p>
<p>This means that if you have one product from each of our three shipping classes, the total Flat Rate cost will be $30 ($20 for one Expedited Shipping product, $10 for one Regular Shipping product, and $0 for one Free Shipping product).</p>

<p>Since WooCommerce 4.1, you have the option to choose at what point the <strong>Minimum Order Total </strong>rule is implemented: <em>before</em> or <em>after</em> coupon discounts are applied.</p>
<p>This next example will help to illustrate the difference.</p>
<p>If you have a rule that the minimum order total should be $20, your customer has a product of $25 in the cart, and they also have a coupon that gives $10 off.</p>

<li><em>After discount (Unchecked). </em>In this case, the order amount is $25 – $10 = $15. The customer will not get free shipping according to the minimum order amount rule.</li>
<li><em>Before discount (Checked). </em>In this case, the order amount is $25 and the $10 discount is ignored. The customer will get free shipping according to the minimum order amount rule. The coupon discount will still be applied.</li>

<p>One option is to include the insurance cost in the price of your products. This, however, has the downside that it gives customers the wrong impression on actual cost of a product.</p>

<li>If the insurance is <strong>optional</strong>, you can use this code example from Stack Exchange. It allows the customer to choose whether to use shipping insurance or not.</li>

										<content:encoded><![CDATA[<p>In WooCommerce 2.6 we introduced <a href="https://help.codibu.com/blog/kb/setting-up-shipping-zones/">Shipping Zones</a> that replace shipping options previously in core.</p>
<p><strong>If you’re using any of the previous (called ‘legacy’) shipping methods, they will continue to function</strong>. But we recommend moving to Shipping Zones as soon as possible because legacy methods will be removed in future releases.</p>
<p>Shipping Zones allows options to be used multiple times, so some former methods (such as international flat rate) are no longer required and can be replaced with Flat Rate Shipping.</p>
<h2 id="section-1">Flat Rate Shipping</h2>
<p>Flat Rate Shipping is a shipping method included free in WooCommerce that allows you define a standard rate per item, per shipping class or per order.</p>
<p>Settings are found at: <strong>WooCommerce &gt; Settings &gt; Shipping &gt; Flat Rates</strong>.</p>
<p>Flat Rate Shipping works with <a href="https://help.codibu.com/blog/kb/product-shipping-classes/" target="_blank" rel="noopener noreferrer">Product Shipping Classes</a>, adding more power and flexibility.</p>
<h3 id="section-2">Configuration</h3>
<p>In the Settings screen, there are a few options to choose from:</p>
<ul id="draft_check_box_list_0">
<li><strong>Enable/Disable</strong> – Tick the box to enable Flat Rates.</li>
<li><strong>Method Title</strong> – Name the method. This is what the customer sees when selecting a shipping method.</li>
<li><strong>Availability</strong> – Define ‘All allowed countries’ or ‘specific countries’ to limit where Flat Rates are offered.</li>
<li><strong>Tax Status</strong> – Define whether or not tax is applied to the shipping amount.</li>
<li><strong>Cost</strong> – Define a cost applied to the entire cart. You can add additional costs per item to this field. This is covered below.</li>
</ul>
<h3 id="section-3">Advanced Costs</h3>
<p>The <strong>Cost</strong> field allows you to charge a flat rate per item, a percentage based cost, or a minimum fee.</p>
<p>Available placeholders:</p>

<li><strong>[qty]</strong> – Number of products in the cart</li>
<li><strong>[fee]</strong> – An additional fee. This fee has two optional arguments.

<li>percent – A percentage based on total order cost.</li>
<li>min_fee – A minimum amount. Useful when using percentages.</li>
</ul>

<p>International Flat Rates works with <span class="woo-sc-ilink"><a class="info" href="https://help.codibu.com/blog/kb/product-shipping-classes/">Product Shipping Classes</a></span>, adding more power and flexibility.</p>
<h3 id="section-2">Configuration</h3>
<ul id="draft_check_box_list_0">
<li><strong>Enable/Disable</strong> – Tick the box to enable International Flat Rates.</li>
<li><strong>Method Title</strong> – Name the method. This is what the customer sees when selecting a shipping method.</li>
<li><strong>Availability</strong> – Define ‘All allowed countries’ or ‘specific countries’ to limit where International Flat Rates are offered.</li>
<li><strong>Tax Status</strong> – Define whether or not tax is applied to the shipping amount.</li>
<li><strong>Cost</strong> – Define a cost applied to the entire cart. You can add additional costs per item to this field. This is covered below.</li>
</ul>
<h3 id="section-3">Advanced Costs</h3>
<p>What if you want to charge an international flat rate per item? Or a percentage-based cost? Or enforce a minimum fee? This is why we allow math in the <strong>Cost</strong> field.</p>
<p>Available placeholders:</p>

<li><strong>[qty]</strong> – Number of products in the cart</li>
<li><strong>[fee]</strong> – An additional fee. This fee has two optional arguments.

<h2 id="section-9">Free Shipping</h2>
<p>If you enable free shipping, customers will have access to free shipping on their orders. This is a great shipping method to use to encourage customers to spend more. For example, give them free shipping on orders over $100.</p>
<h3 id="section-10">Setup and Configuration</h3>
<p>Be sure you give it a <strong>Method Title</strong> and set a <strong>Method Availability</strong>.</p>
<p>In Method Availability you can choose <em>All allowed countries</em>, letting any customer from any country be eligible for free shipping, or <em>Specific Countries</em>. If you choose <em>Specific Countries</em> a new field titled <strong>Specific Countries</strong> will appear you can use to limit free shipping to.</p>
<p>You can then specify a conditions they must meet to be granted free shipping in the <strong>Free Shipping Requires…</strong> Those are:</p>
<ul>
<li>N/A – Not available, Free Shipping is an option for all customers</li>
<li>A valid free shipping coupon – A coupon created that enables free shipping</li>
<li>A minimum order amount (defined below) – Set the amount in the Minimum Order Amount field.</li>
<li>A minimum order amount OR a coupon</li>
<li>A minimum order amount AND a coupon</li>
</ul>
<h3 id="section-11">Create Free Shipping Coupons</h3>
<p><strong>Step 1: Create a coupon</strong><br />
First create a coupon and then tick the Free Shipping box. More info at: (<span class="woo-sc-ilink"><a class="info" href="https://help.codibu.com/blog/kb/coupon-management/">Coupon Management</a></span>).</p>
<p><strong>Step 2: Enable free shipping for coupons<br />
</strong>In ‘free shipping’ settings, tick the option to require a free shipping coupon. Thats it! Customers can now use the coupon to get free shipping during checkout.</p>
<h3 id="section-12">Coupon vs. Min Amount Handling</h3>
<p>If you have coupons for free shipping and min-amount, <strong>coupons take priority</strong>. If the user has a coupon, the min-amount is ignored. If, however, the user doesn’t have a coupon, min-amount will be checked.</p>
<h3 id="section-13">(Advanced) Enabling or disabling Free shipping via hooks</h3>
<p>The free shipping method has an is_available function that can be hooked into:</p>

<p>This means you can use add_filter() on woocommerce_shipping_free_shipping_is_available and return true or false.</p>
<h2 id="section-14">Local Delivery (removed)</h2>
<p>Local Delivery has been removed from Legacy Shipping. See <a href="https://help.codibu.com/blog/kb/setting-up-shipping-zones/">Shipping Zones</a>.</p>
<p>Local delivery is a shipping method for delivering orders locally. The fee can be specified based on a percentage of the cart total or a flat fee, or it can be free.</p>
<p>You can enable and configure Local Delivery at: <strong>WooCommerce</strong> &gt; <strong>Settings </strong>&gt; <strong>Shipping</strong> &gt;<strong> Local Delivery</strong></p>
<p>Taxes for Local Delivery are based on the store location settings. If your tax rules are based on postcodes/zipcodes, then you need to use a function to ensure the store postcode/zipcode is included.</p>

<p>To create a new state/region (or location if you will), please follow these steps:</p>

<li>Ensure that <strong>Shipping Locations Pro</strong> is installed &amp; active</li>
<li>Navigate to <strong>WooCommerce &gt; Shipping Locations</strong></li>
<li>Under <strong>Manage Locations</strong>, select the country you would like to add a new location to</li>
<li>The list of current states for the selected country on the right-hand side will refresh</li>
<li>Enter the <strong>State Name</strong> you’d like to add</li>
<li>Enter the <strong>State Code</strong> you’d like to assign to the State Name</li>
<li>Click on the “<strong>Add</strong>” Button</li>
<li>Notice the newly created state show up on the right-hand side.</li>

<h2 id="section-2">Getting Started</h2>
<p>To delete a state/location, please follow these steps:</p>
<ol>
<li>Ensure that <strong>Shipping Locations Pro</strong> is installed &amp; active</li>
<li>Navigate to <strong>WooCommerce &gt; Shipping Locations</strong></li>
<li>Under <strong>Manage Locations</strong>, select the country you would like to add a new location to</li>
<li>The list of current states for the selected country on the right-hand side will refresh</li>
<li>Hovering over the state that should be deleted will show the <strong>Delete</strong> option</li>
<li>Click on <strong>Delete</strong> to remove that state.</li>

<h2 id="section-2">Usage</h2>
<h3 id="section-3">Newly Created State</h3>
<p>To use a custom state/location as a shipping zone, please follow these steps:</p>
<ol>
<li><strong>Create a new state</strong> for the country you’d like to target as outlined in the <a href="https://help.codibu.com/blog/kb/creating-new-states-locations/">Creating New States</a> guide</li>
<li>Navigate to the WooCommerce shipping settings at <strong>WooCommerce &gt; Settings &gt; Shipping &gt; Shipping Zones</strong></li>
<li>Create a new zone and select newly created state from the <strong>Zone regions</strong> dropdown field</li>
<li>Add suitable shipping methods for that shipping zone as dictated by the business requirements</li>
<li>Click on <strong>Save</strong></li>
</ol>

<p>Shipping Location Pro provices shop owners and administrators with a <em>full list</em> of states/locations that can be used in shipping zone regions. To use these pre-loaded list of states, please follow these steps:</p>

<li>Navigate to the WooCommerce shipping settings at <strong>WooCommerce &gt; Settings &gt; Shipping &gt; Shipping Zones</strong></li>
